Zlín asub Kagu-Tšehhis ning on tööstuslinn. Praegu üritatakse kasutuseta seisvatele tööstushoonetele taas elu sisse puhuda, oluliseks märksõnaks on innovatsioon. Ka haridusele lähenetakse sama nurga alt. Zlín on väga roheline linn, linnas asub ka ülikool.

Our agency IRS Europa is collaborating with the Municipality of Rionero in Italy, which is interested in setting up a twinning relationship with a european town on the subject of the valorisation of local cultural and folkloric features.

Rionero is a small rural town in an Italian southern region, Basilicata, which has an important cultural identity and deep-rooted traditions, with a strong popular dimension. In particular, folkloristic events such as parades, fairs, village fétes are regularly organised, with a solid
participation of local citizens.

The idea supporting the twinning project is to foster connection and friendship between the twinned towns, in order to share and promote common European values through the their historic, cultural and folkloric different features.

Schoonhoven has been known for centuries as the Dutch National Silver City. The city has countless workshops and shops making and selling silver items and jewellery. Also, silver production companies are established on its industrial estates, for batch and/or mass production. Schoonhoven has a school for vocational training (ROC Zadkine) which offers training in becoming a gold and silversmith, or clockmaker. Its Dutch Gold, Silver and Clock Museum is a national museum.


On Whit Monday, a large national annual event takes place:
National Silver Day, which tens of thousands of people attend. Once every two years, Schoonhoven organises the Silver Award, an international competition for silversmiths. This fortified city, part of the old Dutch water defences, was established some 725 years’ ago and has approximately 12,000 inhabitants. The city lies on the banks of De Lek river and there is a busy ferry connection with the other side of the river.

Finally, the city is characterised by its rich array of music, theatre and sporting societies and associations.

 

Objectives of city twinning:

 

  1. The long-term aim is to develop a network with a number European cities; whether an official city twinning or a somewhat freer relationship is more appropriate, will be assessed per situation.
  2. The common theme for such an association is “precious metals” and/or related or complementary topics (for example precious stones). In addition, the choice is determined also by the possibilities for co-operation and exchange in the areas of cultural-history (key factors are: fortified city, river city), and/or social-cultural activities (especially music) and sporting activities.
  3. Schoonhoven sees concrete co-operation within the framework of “precious metals” in the form of such events as: the organisation of the Silver Award, an international prize, presented biennially; the exchange of museum expositions; participation in events; exchange of school programmes (vocational and secondary schools); international work placements; exchange of exhibitions of students’ products; and a joint training route for gold and silversmiths.
  4. Possible co-operation on the “fortified town” and “river city” items are: contacts between historical societies with the goal of maintaining and strengthening the historical profile of fortified cities, and exchanging information on the possibilities in the areas of tourism and water-front recreation etc.
  5. In the framework of city marketing, having twinning relationships stimulates the so-called “civil pride” of a city’s inhabitants, which again is good for a city's economy.

We have contacted You on behalf of our partner, the Municipality of Szank, Hungary, for whom we are looking for new town twinning relationships. We would like to know whether would be interested in the establishment of a twinned town relationship with Szank town.

Municipality of Szank is a town in Bács-Kiskun county, in the Southern Great Plain region of southern Hungary. It has a population of 2622 people. The town has excellent transportation opportunities because of its optimal geographical position. The town lies just 135 km from the capital of Hungary, Budapest, so international airport is accessible. The town can be easily accessed both on road (highway) and by train, too. Besides the excellent geographical position Szank lies near many places of natural and cultural value (lakes, mountains, National Parks, cities with great touristical values), so the town is attractive also from a touristical aspect. The most important economic activities are oil and natural gas extraction in Szank. 

Szank has two twinned town recently: Porumbenii Mari (Romania), Mauru (Finland). We would like to extend the network of our twinned towns. 

The town has long been interested in international co-operation in the fields of education. As twinned settlements, we could participate in different programmes, tenders together, e.g. we could also start a student’s exchange program. We would like to make strong relationships among NGOs in Szank and in our future twinned towns, especially in the field of culture. There will also be great opportunities for an economic co-operation.

Our partner would like to define the details of co-operation during a meeting in August, and would like also to strengthen the relationship by a town twinning agreement. During the meeting Szank will host the representatives and delegations of the twinned towns. The organization of the meeting will be carried out partly from EU funds, thus a part of travel costs of the guests can be reimbursed.

Ócsa is a town with 9,000 inhabitants, situated in the middle of Hungary. It lies approximately 30 km from Budapest, the capital of Hungary. The town has excellent transportation opportunities, it can be easily accessed on road (highway), and international airport is accessible.

The main attraction of the town is the temple of the Reformed Church, built in the 13th century, awarded by the Europa Nostra Heritage Award. Among their sights we can mention the wine-cellars of the so-called Old Hill, which is also protected, and which means about a hundred unique cellars. The town is encircled by the National Park of Danube-Ipoly, which is the home for many protected plant and animal species.

The main objective of Ócsa by the town twinning is to enrich each other’s cultural and sport life, and to help each other in reaching our aims by economic and touristical co-operation and participating in different programmes, tenders together. They would like to make strong relationships among the NGOs of Ócsa and that of our future twinned towns.

Our partner would like to define the details of co-operation during a meeting in October or November, and would also like to strengthen the relationship by a town twinning agreement. We want to organize and celebrate a meeting between our choral and yours for three days, and I would like to know if you would be interesting in the activity. This is a possible timetable:

-Short presentation of our chorals

- Workshops on choral music (sacred music, choral repertoire from Mozart, tradition in choral activities, national chorus composers…)

- Concert or common activities (taking part in a mass together, a day of concert…

The possibilities of participation could be in two different ways:)

Option A: we would go to visit your town and celebrate there some activities together. This option would not have any costs except for the organisation of ithe teimetable of the activities and the possibility of doing together a public event (mass)

Option B: we could go there and then you can come to visit our town and celebrate a second part of common activities. As in the former one, we would prepare institutional and cultural activities to do together.

The distribution for the costs would be the following one: we cover the travel expenses and you can cover the subsistence costs and if you could come here, we would cover your subsistence costs.

Although we can cover our costs, we know there is an European Programme MEETINGS BETWEEN CITZENS AND TOWN TWINING (you can find more information in the following web address: http://europa.eu.int/comm/towntwinning/call/call_en.html, and I am sending you the call for proposal attached). As you can see in this document, there is s possibility to receive about the 80% of the total costs of the project.

There are two deadlines for this Programme: 3rd April and 1st June. For us there is no problem in working for the 3rd April: we will prepare all the documents and everything for the proposal, you only have t send you this letter signed by your City Council, where this Institution declare they know the submitting of the project and its interest in taking part.

Dear Madam / Sir,
Trough your association, the city of Douala V (Cameroon, Africa) of which I am the Mayor ardently desires a partnership or a twinning with a town from your country.

Douala V is a young council created ten years ago in Cameroon's largest city. This cosmopolitan parish covers 200 km2 and, as a peculiarity in the country, is all at once rural and urban. Its 1 million inhabitants are shared out among 28 quarters. The rural area is 60% of the counci l with 25% of the whole population. This population is widely young since 65% are under 30. Considering its industrial plants and the dynamism of its people, Douala V has an outsize development potential.

Our latest achievements include:
- two hospitals yet to equip. Three other hospitals are in the pipe.
- 18km of road tarred. Invitations to tender have been issued for 100km.
- 10 drilling built in various quarters and in the university campus, such as to narrow down cholera, a recurrent question for the council.
- the opening of a training school.
- there is a project for the building of 500 council flats. Other projects are under review, notably for the construction of a stadium and a training centre.

Despite our exertion, the town faces a great deal of needs. 90% of municipal roads are not tarred. Accordingly, a large part of the rural area is landlocked whilst the traffic in the urban area is uneasy.

The private sector has the upper hand in health field and the number of inhabitants per bed is too high. In addition, Douala V has no paediatric centre.

The rubbish dump of Cameroon largest city is located at Douala V. Trash is poured out there roofless, without any processing, and not far from the residential area. Drinkable water is still not attainable in the city as 80 fountains need rehabilitation. According to the staff in charge, we have to build 65 more drilling in the periphery and area not suppli ed by the national water company. The processing of raw sewage is the other related problem, especially the main drainage system.

With its one million inhabitants, Douala V is in need of a market, a shopping centre, a concert hall, a fair, student's residences, public lavatory, public library, a gymnasium, public ambulance and hearse, and many other types of equipment that any city of this size will consider as the least.

Other problems concern education: we have whole areas in the town with no nursery school. We lack technical education and training schools. They concern transport: the demand for public transport is huge since the town is first and foremost residential.

You thus get the point. Being an association of cities, you are the right interlocutor to put us in touch with a city from your country that can become our partner in various fields such as council training, city policy, public services management, social action, youth, sports, teaching and education, water management, cleansing, sciences, sustainable development, environment, trade, agriculture, culture, training, tourism, etc.

I am poised ready to send one or two of my closest staff, at my expense, to the city you select, so that the talks for a foreseeable future collaboration can start right away. By setting myself to write to you, I expect that will end up in a new skyline for Douala V.

The municipality of Slomniki situated in the Malopolska Region (Poland), 25 km from Krakow is looking for an opportunity of a broad co-operation with a municipality in one of the countries of the European Union.
They are open to a co-operation leading to the projects in any possible field. Below you will find a short description of the municipality and contact details.

The municipality of Slomniki is situated in the proximity of the Krakow and Silesia agglomerations. Favourable location and developing infrastructure make the municipality an attractive area for investors and tourists.

The total number of the municipality's inhabitants amounts to 13 700. The school network in the municipality is dense. There are seven primary schools, a gimnazjum (lower secondary school), a high school, a vocational school and a technical secondary school.

The local plans focus on dynamic development of Slomniki as a centre for services and agriculture. The development of small industry and craft as well as the opportunities of co-operating with the larger centres of Krakow, Silesia are also perceived as a major chances of economic progress.

The biggest opportunity of the region is the programme of using the low-temperature geothermal waters as a source of energy. Funds to run this project have been already obtained, and the project will further develop.

Słomniki have also become an attractive place in terms of housing construction. It is particularly interesting for investors and developers searching for inexpensive housing areas in the suburbs of Krakow agglomeration area.

The neighbourhood of the Ojcow National Park, Pojalowice Landscape Park, the Szreniawa River and the ponds stimulate development of tourism in the region. Two tourist routes run through the city. Monuments of cultural heritage are also the places of interest. The accomodation facilities have been recently opened in Slomniki. Because of the attractive prices, especially when compared to Krakow they enjoy wide interest of tourists.

Local government of Community Tuczno would like start partner cooperate with another city or Community. Community and town Tuczno is a small touristy and recreation pearl in the north- west district of Poland, situated beetwin three beautiful lakes: Tuczno, Zamkowe, Liptowskie and two rivers; Runica and Płociczna. But near this town are 30 lakes more. Some of them has a places in the Drawa’s National Park. In the city lives 2000 citizens on the 9,8 km2 area and above 3000 inhabitons in the villages.

MOST IMPORTANT MONUMENTS - Gothic-renesance castle, Wedel-Tuczyński family – Tuczno, Fortifications from II world war – Strzaliny.

Bolzano, together with other European partners are drafting a project proposal for the e-contentplus Programme, called “Spatial Information Cross Border Impact & City Management (SICROBI)”.
